The House Criminal Jurisprudence Committee is scheduled to consider House Joint Resolution Tuesday afternoon at 2:00 p.m., or upon adjournment of the House. The resolution, a proposed constitutional amendment, would give the governor clear authority to impose a moratorium on executions; a power the Texas chief executive does not currently have.
The legislation is sponsored by Rep. Elliott Naishtat. A companion in the Senate, SJR 21, is sponsored by Sen. Eliot Shapleigh.
